STANLEY COUNTY COMMISSION MEETING

MINUTES

April 16, 2024

The special meeting of the Stanley County Board of Equalization was called to order at 5:05 P.M. (CT) by Chairman Craig Heller, with Commissioners Mike Kenzy, Dana Iversen, Sonny Harrowa and Gary Grittner present. Also present were State’s Attorney Tom P. Maher, Director of Equalization Matthew Riter, Director of Equalization Assistant Jodi Bothwell, Treasurer Bill Konst, Government Building Manager Rick Striker, Iris Meligan, Colin Royer, Colleen Brashear and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

AGENDA:  Motion by Gary Grittner, second by Sonny Harrowa, to approve the Agenda. All voted Aye. Motion Carried.

Elderly/Disabled Assessment Freeze: Motion by Dana Iversen, second by Sonny Harrowa, to approve the list of 14 residents, who qualify for the Elderly/Disabled Assessment Freeze Exemption for 2024 taxes due 2025. All voted Aye. Motion Carried.

Disabled Veterans Property Tax Exemption: Motion by Sonny Harrowa, second by Mike Kenzy, to approve the list of 16 residents who qualify for the Disabled Veterans Property Tax Exemption for 2024 taxes due 2025. All voted Aye. Motion Carried.

Tax Exempt: Motion by Dana Iversen, second by Mike Kenzy, to approve the list of Tax Exempt properties for 2024 taxes due 2025: Casey Tibbs Foundation; The Chapter of Calvary Cathedral; St. John’s Catholic Church of Fort Pierre; Fort Pierre Congregational United Church of Christ; Fort Pierre Volunteer Firefighter’s Association, Inc.; Grace Lutheran Church of Hayes, SD; Hayes Community Hall; Hayes Four Corners Volunteer Fire Department; Kirley Hall, Inc.; Masonic Cemetery; Mission Ridge Cemetery Association; Moose Lodge #1813 of Stanley County; Little Brown Church on the Prairie; Wakpa Sica Historical Society; and West River/Lyman-Jones Rural Water Systems, Inc. All voted Aye. Motion Carried.

These assessments are for 2024 taxes payable in 2025.

Record #7524 – Valuation: Motion by Dana Iversen, second by Gary Grittner, to approve Record #7524 reduction of assessed valuation from $374,938 to $348,700 for 2024 Taxes Due and Pay in 2025. All voted Aye. Motion Carried.

Record #9107 - Valuation: Motion by Sonny Harrowa, second by Mike Kenzy, to deny Record #9107 request to reduce assessed valuation for 2024 Taxes Due and Pay in 2025. All voted Aye. Motion Carried.

Record #8389 - Valuation: Motion by Gary Grittner, second by Sonny Harrowa, to approve Record #8389 reduction of assessed valuation from $323,126 to $285,844 for 2024 Taxes Due and Pay in 2025. All voted Aye. Motion Carried.

Record #9899 - Valuation: Motion by Dana Iversen, second by Mike Kenzy, to approve to remove value of $3,554, for Record #9899, as mobile home was removed from Stanley County in March 2021, for 2024 Taxes Due and Pay in 2025. All voted Aye. Motion Carried.

Adjourn: Motion by Gary Grittner, second by Dana Iversen, to adjourn from Board of Equalization at 5:29 P.M. (CT). All voted Aye. Motion Carried.

Meeting of the Stanley County Commissioners was called to order by Chairman Heller at 5:30 P.M.

Colleen Brashear: Ms. Brashear informed the Commission that she is unhappy with the current value of her property. Director of Equalization Matthew Riter informed Ms. Brashear that a reassessment of her property will be completed this year.

Local Emergency Planning Committee Bylaws: Motion by Dana Iversen, second by Gary Grittner, to set up a meeting with Hughes County for more clarification. All voted Aye. Motion Carried.

Structural Engineering Service – Courthouse Stabilization Project: Motion by Dana Iversen, second by Sonny Harrowa, to accept and approve to hire Albertson Engineering Inc., to complete structural engineering services for the assessment of the Courthouse, to determine the current condition of the structure and determine options for stopping or slowing the distress related to the possible foundation and slab movement, Compensation for Phase 1 services of $4,000.00. Iversen voted Aye. Harrowa voted Aye, Kenzy voted Aye. Grittner voted Nay. Motion Carried.

The Commission requested to have a total station elevation survey, or a 3D elevation scan completed. Government Building Manager Rick Striker will work with Albertson Engineering Inc. for suggestions to complete the survey.

A total station or total station theodolite is an electronic/optical instrument used for surveying and building construction. It is an electronic transit theodolite integrated with electronic distance measurement to measure both vertical and horizontal angles and the slope distance from the instrument to a particular point, and an on-board computer to collect data and perform triangulation calculations.

3D laser scanning is a construction, engineering, and architectural tool often used to document the existing conditions of any site. 3D laser scanners use LiDAR (light detection and ranging) technology to measure and record precise locations and distances, ultimately producing a point cloud file.
