SPECIAL MEETING
SEPTEMBER 24, 2013
The special meeting of the Stanley County Commission was called to order at 5:06 p.m. (CDT) by ChairmanIversen with Dennis Booth, Scott Deal and Brian Scott present.  Ronnie Heckenlaible was absent.  Others in attendance were Auditor Karen Sharp, State’s Attorney Tom P. Maher, and Alyssa Smart of the Capital Journal. The meeting began with the recitation of the Pledge of Allegiance.

AGENDA:  Motion by Scott, second by Booth, to approve the Agenda.  All Voted Yea.  Motion Carried.

MINUTES:  Motion by Deal, second by Scott, to approve the Minutes of September 2, 2013.  All Voted Yea.  Motion Carried.

BUDGET:  Motion by Booth, second by Scott, that the Provisional Budget as amended, and all its purposes, schedules, appropriations amounts estimates and all matters therein set forth shall be Approved and Adopted as the Annual Budget of the Appropriations and Expenditures for Stanley County, SD, and all its institutions and agencies for calendar year beginning January 1, 2014, and ending December 31, 2014.  All Voted Yea.  Motion Carried.

RESOLUTION 2013 – 17
ADOPTION OF ANNUAL BUDGET FOR STANLEY COUNTY, SOUTH DAKOTA

Whereas, (7-21-5 thru 13), SDCL provides that the Board of County Commissioners shall each year prepare a Provisional Budget of all contemplated expenditures and revenues of the County and all its institutions and agencies for such fiscal year; and

Whereas, the board of County Commissioners did prepare a Provisional Budget and cause same to be published by law; and

Whereas, due and legal notice has been given to the meeting of the Board of County Commissioners for the consideration of such Provisional Budget and all changes, elimination’s and additions have been made thereto.

NOW, THEREFORE BE IT RESOLVED, that such provisional budget as amended and all its purposes, schedules, appropriations, amounts, estimates and all matters therein set forth, SHALL BE APPROVED AND ADOPTED AS THE ANNUAL BUDGET OF THE APPROPRIATIONS AND EXPENDITURES for Stanley County, South Dakota, and all its institutions and agencies for calendar year beginning January 1, 2014, and ending December 31, 2014, and the same is hereby approved and adopted by the Board of County Commissioners of Staley County, South Dakota, this 24th day of September 2013.

The Annual Budget so adopted is available for public inspection during normal business hours at the office of the county auditor Stanley County, South Dakota.  The accompanying taxes are levied by Stanley County for the year January 1, 2013 through December 31, 2013.

DISSOLUTION OF COUNTY COMMISSION DISTRICTS:  No discussion.

RDO/HASKINS BORDEN/MEERS LAND EXCHANGE:  State’s Attorney Tom P. Maher presented deed to be signed by Chairman Iversen and advised that Haskins’ attorney was obtaining the other exchange deeds.

SURPLUS PROPERTY:  Motion by Deal, second by Scott, to declare the HP Office Jet 6210 All-in-one Copy/Scan/Print/Fax machine (#CN55ADE-Q5820A), surplus, which is of no value, and authorize disposal to the landfill.

FAIRGROUND:  Motion by Booth, second by Scott, to approve the purchase of paint for fairground bleachers in the sum of $2,400 by Commissioner Brian Scott on August 7, 2013.  All Voted Yea.  Motion Carried.

Motion by Scott, second by Deal, to approve purchase of white paint to finish bleacher rail paint project and colored paint for the steps at a price in excess of $500.00, exact amount to be determined.  All Voted Yea.  Motion Carried.

Damage at Schomer Barn, bleacher supports, and a fence around the dredging area at the fairgrounds was discussed.

BAD RIVER ROAD:  Chemical application is not working.  Something else will need to be done.

BANKHEAD JONES:  Auditor Sharp advised that she received word from the school that the County could keep the Bankhead Jones monies if it wished as those monies are deducted from the Impact Aide monies the school receives.

ADJOURNMENT:  Motion by Scott, second by Deal, to adjourn at 6:37 p.m. (CDT).  All Voted Yea.  Motion Carried.
