MINUTES

November 23, 2015

 

The special meeting of the Stanley County Commission was called to order at 5:00 P.M. (CDT) by Vice Chairman Dana Iversen with Commissioners Dennis Booth, Craig Heller and Sonny Harrowa. Chairman Scott Deal was absent.  Also present were Director of Equalization Roger Fuller, KCCR Kevin Larson, Bad River Ranches Dusty Hepper, Dacey Hepper, Dandee Hepper, Todd Larson and Auditor Philena Edwards. The meeting commenced with the recitation of the Pledge of Allegiance.

 

AGENDA:  Motion by Sonny Harrowa, second by Dennis Booth, to approve the Agenda.  All voted Aye.  Motion Carried.

 

Public Hearing – Conditional Use Permit – Resolution 2015-24 – Bad River Ranches: Dusty Hepper presented the Commissioners with aerial maps showing exact location and plans of the bison finish feed lot. This would be for their bison. 800 sq. feet per head; 10 pens total; 99 head per pen. Not taking any sediment funds, funding this project on their own. Building an evaporation pond, berms around the pens and a sediment basin that will catch all the run-off. Total of 27 acres of disturbed land.

 

Motion by Sonny Harrowa, second by Dennis Booth, to approve a Conditional Use Permit to Bad River Ranches for a bison feeding facility. All voted Aye. Motion Carried.

 

RESOLUTION 2015-24

CONDITIONAL USE PERMIT IN AG ZONING OF BAD RIVER RANCHES, S2S2SW4 OF SECTION 21; N2N2NW4 OF SECTION 28; ALL IN TOWNSHIP 2 NORTH, RANGE 27 EAST, OF THE BLACK HILLS MERIDIAN, STANLEY COUNTY, SOUTH DAKOTA.

A RESOLUTION TO APPROVE THE CONDITIONAL USE PERMIT IN AG ZOING OF BAD RIVER RANCES, S2S2SW4 OF SECTION 21; N2N2NW4 OF SECTION 28; ALL IN TOWNSHIP 2 NORTH, RANGE 27 EAST, OF THE BLACK HILLS MERIDIAN, Stanley County, South Dakota.

WHEREAS, the conditional use permit of the above described property has been executed according to statue, now therefore

BE IT RESOLVED that the County Commission, in and for Stanley County, does hereby approve the said conditional use permit in ag zoning of Bad River Ranches, S2S2SW4 of Section 21; N2N2NW4 of Section 28; All in T3N, R27E, of the B.H.M., Stanley County, South Dakota

Discussion: A Public Hearing is set for Tuesday December 8, 2015, at 5:00 P.M., for the Transportation Project, Five-Year Stanley County Highway and Bridge Improvement Plan.

 

Dennis Booth reported that The Fort Pierre Chamber of Commerce has been awarded horse races for two weekends in 2016.

 

Will need to fix the fence at the fairgrounds before the horse races.

 

Executive Session – Personnel – SDCL 1-25-2(1): Motion by Dennis Booth, second by Craig Heller, to go into Executive Session – Personnel – SDCL 1-25-2(1) at 5:23 P.M. All voted Aye. Motion Carried.

 

Motion by Craig Heller, second by Dennis Booth, to reconvene at 6:04 P.M. All voted Aye. Motion Carried.
